The way vehicles are stolen is changing rapidly. A new form of vehicle crime
According to BOVAG, large quantities of blank vehicle registration documents have been stolen in Germany. These documents are now being used by criminal networks to give stolen rental cars a seemingly legitimate identity.
The method is sophisticated:
- A vehicle is rented by someone working with a criminal organization with valid identification.
- Immediately after being rented, the vehicle is transferred to a criminal organization.
- The vehicle is fitted with stolen German license plates and forged registration documents.
- Within sometimes an hour, the vehicle is for sale on German sales platforms such as mobile.de. For buyers, everything seems fine. The car has valid papers, an attractive price tag, and is often not yet registered as stolen. Only weeks later, for example, during an inspection or registration with the RDW (Netherlands Vehicle Authority), does the fraud come to light.
The impact is significant and growing rapidly.
The figures from the BOVAG publication are alarming:
- Several rental cars are stolen every week in the Netherlands.
- There has been a significant increase compared to six months ago.
- In November 2025 alone, the current market value of stolen rental cars was €1.4 million.
- The problem extends beyond national borders and also affects Germany and Denmark.
- This makes it clear that these are not isolated incidents, but structural organized crime.
Regular ID checks are inadequate.
This type of crime is particularly difficult for rental companies to prevent:
- The renter has genuine, valid ID
- There is no forced entry or violence
- The theft often occurs during the rental period
- Reporting and registering the theft therefore occurs later
- Even careful procedures, guarantees, and contracts do not offer complete protection. The BOVAG report provides a key reason for this. For example, rentals are made outside the home region, with payment made through a foreign account or a third-party account.
